The Position


Are you a skilled professional with a strong background in managing the development, implementation, and maintenance of internal business applications? How about designing light-weight apps that augment and integrate commercial off-the-shelf and cloud-based services? Would you like to use your expertise to shape the future of a dynamic city government? If so, the City of Beaverton is looking for you!

As the Applications Development Manager, you will establish programming standards, manage a talented team of developers and analysts, lead development projects, and liaise with external consultants to ensure that our internal systems satisfy business requirements and delight internal and external customers alike.

  • Secure desktop and web-based software development, integration, testing, deployment, and sustainment.

  • Business application design for medium to large application projects.
  • Tools for application development and continuous integration/continuous deployment pipelines.

  • Public/business administration practices and decision-making.
  • Strategic planning with an emphasis on services related to application and database development and management.
This is a full-time, exempt, Management 2 (M2) position. The work schedule will generally be Monday-Friday, 8am-5pm, with occasional weekends or evenings. This position is eligible for hybrid work.

Responsibilities

  • Serve as lead for Business Analyst Programmers and Programmer Analysts.
  • Develop programming and application standards, ensuring secure coding practices and standards are followed.
  • Manage vendor relationships, contracts, and performance.
  • Contribute to citywide and departmental information technology plans.
  • Analyze, design, code, test and implement major software applications, including vendor and in-house solutions and system integrations.
  • Analyze and recommend redesigns for business processes and their associated information systems.
  • Evaluate market software and recommend purchase or in-house application development.
  • Create testing, implementation, and communication plans.
  • Develop and maintain databases according to industry standards and enforce data management best practices.
  • Maintain web, application, and database servers, collaborating with the IT operations team and adhering industry standards.
  • Participate in division operational processes including staff selection, budget preparation and monitoring, and policy/procedures development.
  • Promote organizational values, including diversity, equity, inclusion, belonging, and respect in a multicultural society.

Qualifications

Minimum qualifications:

  • Bachelor's degree in business, computer technology, or a related field, and
  • Five years' experience in business process analysis and application design, including
  • Three years in a lead or supervisory capacity; or
  • An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.
Licensing and special requirements
  • Able to pass a pre-hire drug screen and fingerprint background check.
  • Criminal Justice Information Services (CJIS) fingerprints must be completed and cleared prior to start date. Testing must occur within 30 days of hire to receive the CJIS certification.
  • Ability to occasionally work evenings and weekends.

Compensation

Salary range: $8,359.70 - $11,201.62 monthly
Starting rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
